Graduated from Rostov State University (RSU) with a degree in Cultural Studies with honors and a master’s degree from the Central European University (CEU).

From 1999 to 2004, he worked as a leading specialist at the City Methodological Center for Experimental and Innovation Activities.

From 2004 to 2005 he was a project manager at ANO «Institute for Advanced Research».

Since 2005 - Head of the Laboratory of the Research Institute of Innovative Strategies for the Development of General Education.

From 2009 to 2010 he led a number of consulting projects in the field of science, education and industrial production.

From 2011 to 2013, he managed projects of the Department of Innovative Development at the Agency for Forecasting Balances in the Electricity Industry.

From March 2013 to September 2015, he worked as the head of the Department for Prospective Development, Deputy General Director and Acting General Director of the State Budgetary Institution of the City of Moscow «Center for Innovative Development» under the Department of Science, Industrial Policy and Entrepreneurship of the City of Moscow.

Since September 21, 2015 - General Director of the State Budgetary Institution «Center for Innovative Development».

From 2015 to 2022 - General Director of the State Budgetary Institution «Innovation Agency of the City of Moscow».

Since May 05, 2022 – General Director of the Moscow Innovation Cluster Foundation.
